LAREDO, TEXAS · LANDLORD GUIDE

Laredo landlord startup checklist: 51¢ tax rate, $1,030 rents, 64% owners

Starting a Laredo rental in 2026: a proposed city tax rate of $0.506080 per $100 for FY2026-27 with no increase, a median gross rent of $1,030, the highest owner-occupancy rate of the twenty cities in this series at 64.1%, a FY2026 two-bedroom FMR of $1,161 — and no city registration.

Laredo in September 2026, in one paragraph: the city’s fiscal-year 2026-27 budget presentations propose a property tax rate of $0.506080 per $100 with “no proposed increase”; the Census Bureau’s 2020–2024 estimate puts the median gross rent at $1,030 and the owner-occupied share at 64.1%, the highest of the twenty cities on this site; HUD’s FY2026 two-bedroom Fair Market Rent is $1,161; and the city code contains no rental registration program. The five steps below give the source for each.

Step 1 — The Webb CAD record

The Webb County Appraisal District record gives the owner of record, the appraised value and the taxing units for the parcel. Save it with its date; the city’s tax office collects for the city, and the record settles which school district applies.

Step 2 — Registration: none, with one page to check

Laredo’s code has no registration, license or scheduled inspection for rented houses or apartments: Chapter 7 registers contractors, Chapter 16 covers the housing authority, fair housing and substandard buildings, and Chapter 18’s licenses do not include rentals (Code of Ordinances). Building Development Services does publish a vacant property registration FAQ (FAQ), which a landlord with an empty unit should read. See the Laredo registration guide.

Step 3 — The tax rate: proposed, then adopted

The budget presentations for fiscal year 2026-2027 state a proposed rate of $0.506080 per $100 of taxable value with no proposed increase (City of Laredo — Budget presentations). The city adopts its rate in September; confirm the adopted figure on the Finance Department’s current tax rates page before budgeting. Webb County, the school district (Laredo ISD or United ISD, by address), Laredo College and the hospital district add their rates.

Step 3b — Bilingual paperwork

Laredo’s lease packet will be read by tenants who prefer Spanish. Texas law does not require a Spanish lease, and the statutory notices — the §92.0135 flood disclosure among them — are prescribed in English; a landlord may provide a Spanish translation for convenience but should state in the lease that the English text governs. The county’s justice courts and the city’s utilities department publish in both languages, which is a useful model for the welcome sheet.

Step 4 — Price with two public numbers

Census 2020–2024 for the city of Laredo: median gross rent $1,030, owner-occupied rate 64.1%, median owner-occupied home value $193,500, population 269,515 on July 1, 2025 (Census QuickFacts, Laredo city). HUD’s FY2026 Fair Market Rents for the Laredo MSA, metro-wide (HUD FY2026 FMR):

HUD FAIR MARKET RENTS — LAREDO, TX MSA (GROSS RENT, PER MONTH)
UnitFY2026 FMR
Efficiency$956
One bedroom$962
Two bedrooms$1,161
Three bedrooms$1,499
Four bedrooms$1,551

A one-bedroom FMR only six dollars above the efficiency, and a four-bedroom only $52 above the three-bedroom, is an unusual profile; it reflects Laredo’s housing stock more than a pricing error. A landlord renting larger units to voucher households should read the ZIP and unit-size figures carefully.

Step 5 — Criteria, vouchers and the local classes

Local Government Code §250.007 leaves the voucher decision to the landlord apart from veteran protections. Laredo adds its own screening rule: the city’s fair housing ordinance names age and handicap among the grounds a landlord may not use, so written criteria must be silent on age (Chapter 16, Article III). The city code designates the Laredo Housing Authority to administer the Section 8 program (§16-1); separately, the city’s Municipal Housing division manages 235 apartments in three developments and about 324 properties under the airport noise abatement program.
