El Paso’s numbers for a first-time landlord, as of September 2026: the City of El Paso’s property tax rate for fiscal year 2026 is $0.759649 per $100 of valuation — “the lowest in ten years,” the city said when it adopted it, and still higher than the city rates of Houston, Dallas, San Antonio and Austin; the median gross rent in the city was $1,073 in the Census Bureau’s 2020–2024 estimate, with 60.8% of homes owner-occupied; HUD’s FY2026 two-bedroom Fair Market Rent is $1,191; and there is no city rental registration to file. The five steps below give the source for each.
Step 1 — The EPCAD record
The El Paso Central Appraisal District record for the parcel gives the owner of record — the landlord or record-owner name for the lease — the appraised value, and the taxing units on the bill. The city’s FY2026 press release put the average taxable value of an El Paso home at $221,191, up from $209,718 a year earlier (City of El Paso, August 19, 2025); check the property’s own figure rather than the average.
Step 2 — Registration: nothing to file
El Paso’s city code has no rental registration or inspection program for long-term rentals, and no short-term rental chapter was found in the zoning or business-license titles (El Paso City Code, read September 2026). That is unusual among large Texas cities and worth a dated note in the property file. The city’s complaint standard is the International Property Maintenance Code, 2021 edition (Chapter 18.50). See the El Paso registration guide.
Step 3 — Budget the FY2026 rate and the whole bill
“The El Paso City Council has officially adopted the Fiscal Year 2026 budget, which establishes the City’s property tax rate at $0.759649 per $100 valuation, the lowest in ten years,” reduced from $0.761405, with a lowered debt service rate (press release). The city added that rising values could still raise bills. El Paso County, the school district (El Paso ISD, Ysleta ISD, Socorro ISD or another, by address), El Paso Community College and University Medical Center add their rates. Compared with other Texas cities on this site, El Paso’s city line is high — Houston’s is $0.519190, Dallas’s 69.88¢ — so the total bill matters more here relative to rent.
Step 4 — Price against two public numbers
Census 2020–2024 for the city of El Paso: median gross rent $1,073, owner-occupied rate 60.8%, median owner-occupied home value $184,500, population 683,012 on July 1, 2025 (Census QuickFacts, El Paso city). HUD’s FY2026 Fair Market Rents for the El Paso metro (HUD FY2026 FMR):
| Unit | FY2026 FMR |
|---|---|
| Efficiency | $821 |
| One bedroom | $1,013 |
| Two bedrooms | $1,191 |
| Three bedrooms | $1,633 |
| Four bedrooms | $1,998 |
El Paso uses metro-wide FMRs rather than ZIP-level Small Area FMRs, so these figures are the voucher benchmark for the whole area.
Step 5 — Vouchers and the local fair housing rule
Local Government Code §250.007 leaves the voucher decision to the landlord, apart from veteran protections. Whatever you decide, El Paso adds a local layer to the screening criteria: the Fair Housing Ordinance names sexual orientation and gender identity expressly, alongside the federal classes, so criteria and advertising must be neutral on both. The Housing Authority of the City of El Paso administers the Housing Choice Voucher program locally.
