Corpus Christi landlord startup checklist: 60¢ tax rate, $1,292 rents, windstorm

Starting a Corpus Christi rental in 2026: a city tax rate capped at $0.599774 per $100 for FY2027, a median gross rent of $1,292, a FY2026 two-bedroom Fair Market Rent of $1,366, a windstorm certificate question before you insure, and no registration unless you rent by the night.

Corpus Christi in September 2026, in one paragraph: the City Council voted on August 11, 2026 to cap the fiscal-year 2027 property tax rate at $0.599774 per $100 — the same figure as FY2026 — with formal adoption on September 8; the median gross rent in the city was $1,292 in the Census Bureau’s 2020–2024 estimate, with 57.9% of homes owner-occupied; HUD’s FY2026 two-bedroom Fair Market Rent is $1,366; and because Nueces County is a first-tier coastal county, the insurance step includes a windstorm question most Texas landlords never ask. There is no registration for a long-term rental. The steps below give the source for each.

Step 1 — The NCAD record

The Nueces County Appraisal District record gives the owner of record, the appraised value and the taxing units. Save it with its date. It also tells you whether the parcel is inside the city limits — relevant for the STR permit and the city’s flood code — and which school district applies.

Step 2 — Insurance: the windstorm certificate

Nueces County is inside the Texas Windstorm Insurance Association’s designated catastrophe area. TWIA’s eligibility page requires that “applicants must have been denied coverage by at least one authorized insurer actively writing or renewing windstorm and hail coverage in the designated area” and that “properties must be certified by the Texas Department of Insurance (WPI-8/WPI-8-E) or Texas Windstorm Insurance Association (WPI-8-C) as having been built to applicable building codes, with limited exceptions”; properties in V-zone flood areas built or altered after September 1, 2009 must also carry NFIP flood insurance (TWIA — Coverage and eligibility). TDI’s windstorm page adds: “If you live on the coast, your property must meet certain building standards to get windstorm insurance” and offers a certificate lookup (TDI — Windstorm inspections). Ask the seller or the agent for the WPI-8 certificate before closing; without it, windstorm cover through TWIA may not be available for improvements made after the certificate date.

Step 3 — Registration: only for short stays

Corpus Christi has no registration or inspection program for long-term rentals; its code’s Chapter 13 covers property maintenance and vacant buildings, and Chapter 20 an infill incentive program (Code of Ordinances). Any stay under 30 days, anywhere in the city, needs the $250 calendar-year STR permit (Short Term Rentals). See the Corpus Christi registration guide.

Step 4 — Budget the tax rate

“The Council voted to propose a maximum ad valorem tax rate of no more than $0.599774 per $100 valuation for Fiscal Year (FY) 2027, which also serves as Tax Year 2026,” the city announced on August 11, 2026, noting the rate “is anticipated to exceed the no-new-revenue tax rate” and that adoption was scheduled for September 8 (City of Corpus Christi). The FY2026 rate was also $0.599774. Nueces County, the school district, Del Mar College and the hospital district add their rates; the NCAD record lists them, and the Nueces County Tax Office bills in October.

Step 5 — Price with two public numbers, then the voucher policy

Census 2020–2024 for the city: median gross rent $1,292, owner-occupied rate 57.9%, median owner-occupied home value $210,400, population 317,247 on July 1, 2025 (Census QuickFacts, Corpus Christi city). HUD’s FY2026 Fair Market Rents for the Corpus Christi MSA, metro-wide (HUD FY2026 FMR):

HUD FAIR MARKET RENTS — CORPUS CHRISTI, TX MSA (GROSS RENT, PER MONTH)
UnitFY2026 FMR
Efficiency$1,031
One bedroom$1,117
Two bedrooms$1,366
Three bedrooms$1,796
Four bedrooms$2,054

Local Government Code §250.007 leaves the voucher decision to the landlord apart from veteran protections; write the policy down and apply it identically. The Corpus Christi Housing Authority administers the local Housing Choice Voucher program.
